Enhancing Private Sector’s Engagement in Climate Change Resilience Building and NAP Implementation

With the support from UNEP, AFFON has formulated a strategy for enhancing the private sector’s engagement to guide the meaningful and strategic engagement of Nepal’s private sector entrepreneurs in Nepal’s climate adaptation initiatives, including the National Adaptation Plan (NAP) implementation. AFFON has prepared reports on the following sub-headings:

Impacts of Climate Change on Businesses of the Private Sector in Nepal report identified the observed and realized impacts of climate change on nine thematic sectors identified by the National Climate Change Policy, 2019, focusing on the private sector in the context of climate change adaptation and NAP implementation in Nepal. The report highlights climate change trends, future scenarios, climate hazards, and extreme weather events relevant to private sector-engaged businesses associated with nine thematic sectors.

Opportunities and Challenges in the Private Sector’s Engagement in Climate Change Resilient Business report has identified the situations and factors associated with the opportunities and challenges linked to the private sector businesses’ climate action in Nepal. The data were collected in the form of information, evidence, and cases, focusing on private sector businesses, by reviewing relevant literature and consulting and interacting with sectoral stakeholders. The evidence suggests that both opportunities and challenges exist generally in all sectors regarding the involvement of the private sector in climate adaptation businesses. However, there are great variations among the sectors in both opportunities and challenges. Among the sectors, agriculture, food security, water resources and energy, tourism, natural and cultural heritage, industry, transportation, and infrastructure sectors have a high potential for business incubation in climate change resilience.

Stocktaking of Private Sector Engagement in Climate Change Adaptation Business in Nepal

The stocktaking report detailed the current status of sectoral and cross-sectoral policies, institutional structures, and strategies related to the private sector, business, and climate change; enlisted the private sector and entrepreneurs and their concerns; and identified climate risks to their businesses. The stocktaking report further highlights existing efforts undertaken by the private sector and entrepreneurs towards climate adaptation and resilience building and their willingness to invest in climate actions to enhance the adaptive capacity and build the resilience of their businesses and support others to enhance adaptive capacity. Besides, the report highlights key gaps to enhance the engagement of the private sector in climate actions, including the NAP implementation process.

Strengthening Private Sector’s Capacity to Engage in Climate Change Resilient Business in Nepal

This report has assessed the key capacity gaps and proposed major capacity-building activities for private sector entrepreneurs for their involvement in climate adaptation initiatives across the thematic sectors. The identified key gaps regarding the involvement of the private sector in climate adaptation businesses have been categorized broadly into three capacity development dimensions, namely; individuals, institutional, and the enabling environment. The gaps were identified through the cataloging of existing information and consultation with sector-specific private sector entrepreneurs.

Final Strategy Document for Enhancing Private Sector’s Engagement in Climate Change Resilience Building and NAP Implementation

This strategy has been prepared in the context of the role of private sector entrepreneurs in climate change adaptation in Nepal, which is underperformed due to multidimensional barriers and capacity gaps within and beyond the private sector entrepreneurs. The engagement strategy envisions capitalizing on the private sector’s role in climate adaptation by enhancing their engagement in climate change adaptation initiatives and decision-making processes, including in the NAP process in Nepal. The strategy reviews the existing policy provisions of engagement, identifies key barriers, analyzes potential roles, and lays out strategic guidance with priority actions on how to best engage the private sector in adaptation initiatives and the NAP process in Nepal.
